Written by the account in its own repo at rkey self. A declaration grants nothing alone: a reader trusts it only while a root the reader trusts (for the commons, the commons root, COMMONS_ROOT_DID) holds a live coop.lexicon.draft.credential in the root's own repo whose subject is this account, whose record is this record and whose cid is this record's current CID, and no coop.lexicon.draft.credentialRevocation exists at that credential's revocation. Editing the declaration changes its CID, so it is untrusted until the root re-issues; revoking withdraws trust in everything the account published, past records included. Used by rules, mirrors, collectives and credential issuers alike. PUBLIC. Read by the rules runner, the curator, api.coop, the AppView and Beacon.
