A sidecar about any record (a place, an event, a later type), written in the writer's own repo, never onto the subject, so the subject's author, audience and lifetime are untouched and a reader chooses which writers it trusts. Written only when it adds a coordinate the subject's own record lacks: when a source gives coordinates they stay in the subject's own locations, and no geo record is needed. H3 cells are not stored: readers compute them from location at index time. It says nothing about who wrote it (the author is the repo it lives in) or how (a pub.techne.draft.derivation about it says that), so anyone, not only our rules, can write one honestly. PUBLIC.
