Written by the account in its own repo at rkey self. A declaration grants nothing alone: a reader trusts it only while a root the reader trusts (for the commons, the commons root, COMMONS_ROOT_DID) holds a live pub.techne.draft.credential in the root's own repo whose subject is this account, whose record is this record and whose cid is this record's current CID, and whose revocation is an address in the root's own repo under pub.techne.draft.credentialRevocation at which no record exists. Editing the declaration changes its CID, so it is untrusted until the root re-issues; revoking withdraws trust in everything the account published, past records included. Used by rules, mirrors, collectives and credential issuers alike. PUBLIC. Read by the rules runner, the curator, api.coop and the AppView.
