A list of questions to answer about a record, in order.
They are portable assessment questions, answered by a pub.techne.draft.assessment. Published under a content-addressed key by publisher convention: unchanged content reuses the same record; changed content gets a new key. This is not a protocol write gate. Consumers pin the strongRef and choose which publishers and questions they trust. No access or source facts are conferred.
