Full name: pub.techne.draft.receipt
A note that a rule has processed a record.
It names the record at a revision, and what the rule wrote about it (possibly nothing). A rule at stage curated writes one for every curated record it processes, so a reader can tell a record that is done from one still waiting, including when the rule had nothing to say. The curator's pub.techne.draft.provenance is the merge receipt; these are the curated-stage ones. A curated record is fully processed when it has its provenance and a receipt, for its current revision, from every rule the commons root endorses with stage: curated. Written by the commons rules in their own repos. PUBLIC.
