A statement that a verified person is behind an account.
The issuer checked a channel it counts as verification (which channel counts is the issuer's decision; for this commons, a phone number proved with a one-time code, and an email alone does not count). It names only the DID: no handle, no name, no channel, so a rename keeps it and nothing about the person is published beyond the fact. What it means is the endorser's call: a reader counts it only while its author's pub.techne.draft.publisher declaration lists pub.techne.draft.verification in writes and the commons root vouches for that declaration (a live root pub.techne.draft.credential pinned to its CID), read at runtime. Unlike app.bsky.graph.verification it does not vouch for a handle or a display name. The person's own pub.techne.draft.credential stays private in their wallet; this is the public signal. Deleting it withdraws it. Written by the credential issuer in its own repo. PUBLIC.
